The Undersea Cable Inspectors can be found from Sundown Point, straight ahead you should see a few boats who are inspecting undersea cables. This iPoint can be seen in Air Sports and Power Cruising (Free Ride). It's rather lone, however it's nearer Wedge Island that Wuhu Island (the main one).
